Ward Councillors

The Kingstone Ward in Barnsley is represented in Barnsley Metropolitan Borough Council by two Labour Councillors. Kath Mitchell and Kevin Williams. There is currently one vacancy and a by-election has been called for 28th September.

Local Councillors are elected by the community to decide how the council should carry out its various activities. They represent public interest as well as individuals living within the ward in which he or she has been elected to serve a term of office.

They have regular contact with the general public through council meetings, telephone calls or surgeries. Surgeries provide an opportunity for any ward resident to go and talk their councillor face to face and these take place on a regular basis.

Councillors receive allowances for their work, the details of which are published annually.

All Councillors are required by law, and under the Council’s Code of Conduct, to complete a declaration of interest form to register any financial or other interests that could potentially conflict with their role as a local Councillor. The Members own declaration of interest form can be found on their individual web page on the Barnsley Council website.

Although it is the duty of a Councillor to represent the whole community, they have a special responsibility to champion the needs of the constituents within their wards.  Councillors have a duty to know what is going on in their area, and to help with any issues and queries that a constituent may have.  For example this could mean helping to solve a housing problem or arranging for a new road sign.

Councillors are community leaders and work in partnership with many local bodies and forums, for example health boards, police authorities and schools.  In this way Councillors develop a deeper understanding and knowledge of the organisations that serve their communities.

Above all Councillors listen to the needs of local people and take their views into account when making decisions.

Cllr. Kath Mitchell

Councillor Mitchell was re- elected in May 2014  and her term of office expires in 2018.

Councillor  Williams was elected in May 2015. His term of office ends in May 2019.
